Office 2003 Microsoft Installer Issue

When I try to cut&paste in Outlook or Word, a Microsoft Installer dialogue
box appears and says it's Preparing To Install... What the heck causes this
and how do you stop it?

I have all the latest updates for 2003, am running XP SP2.
