office 2003 migration to 2007 with macro

I have a 50,000 node organization with around 10 different departments that
will migrate from Office 2003 to 2007.
Each department runs their own macro solution in 2003. Some template macros
are based on lowering security in 2003 or some are with certificates in
2003.
I am looking for best practices to migrate the templates from 2003 to 2007.
The users are not able to modify trusted locations. The workgroup templates
in office 2007 are pointing to one drive letter where the department keeps
the templates containing many templates with macros. Tusted location can not
be run from the network as an option.
The selected drive letter for templates can not be a trusted location
either.
I think that only the digital certificate solution would solve my problem.

Would some one give some ideas about:
- best practices for migration to keep the security requirement
- distribute certificate either within sms package or group policy or
certificate server/pki infrastructure
- whether each templates require a certificate if the template did not have
a certificate

Any help would be appreciated.
