Office 2003 New Office Document Shortcuts are missing

I just completed installing the upgrade version of Office 2003 Pro on my
computer.

I knew that the Office Shortcut Bar was no longer included in 2003 version,
however, the 2003 install did NOT install the New Office Document or Open
Office document shortcuts in the Startup menu.

In the past I have been able to jury-rig these shortcuts manually by setting
up a shortcut to the OSAxx.EXE file with the appropriate switches.

I can not seem to make it work.

How do I restore (or install in the first place) the Office 2003 New
Document/Open Document shortcuts that typically load in the startup menu?

I am running XP SP2 and Office 2003 SP1.

For Office 2003 the Open and New Office document
sets are an optional install feature. You can
add those features from the Microsoft Office choice in
Add/Remove Programs in the Windows control panel
