Office 2003 -> Office 2007

I will be migrating from a WinXP PC that has Office 2003 to a WinVista PC
with Office 2007; the two PCs are not networked.

What is the best way of moving settings, dictionaries, auto text and auto
correct entries from the old to the new PC?

You say that you don't have a network. Do both PCs have Ethernet
ports? If so, you can get an Ethernet crossover cable (it must be the
crossover type) to connect the two PCs together. Then you can use the
FAST (Files and Settings Transfer) Wizard.

The above article also talks about using removable media such as an
external hard drive to do the transfer.
