CNet is not the licensing organization - Microsoft is. Read the EULA.
You can install a retail version on a desktop and a portable, used by the
same person, but not simultaneously. The Students and Teachers edition can
be installed on 3 computers, any type. You must meet the qualifying
conditions to use this version. OEM copies can only be used on the computer
on which it came preinstalled. It cannot be transferred to another computer
under any circumstances.
