Office 2003 Picture Manager - File Types menu option unavailable

Office 2003 - Picture Manager

Is there a way to make the Tools > File Types menu available to
non-administrative users?

I know how to change file associations elsewhere but, I have a
requirement to make the File Types menu option available to all users.

I'm guessing it a registry/file permission as it appears when I make
the user a member of the local administrators group.

Any help will be much appreciated.
