Office 2003 Pro licence as second hand

Hello,

I came accross somebody selling office 2003 pro (full retail version) on
ebay. It has been activated and then inactivated.

What is the Microsoft policy on this case ? If I buy it second hand, will I
be able to activate the software to my name ? Also is there a way to get an
official document stating that I have bought a legal licence ? I know that
other companies such adobe have "Licence transfer" forms for this purpose -
is there a similar thing for microsoft products ?
