office 2003 pro to 2007 standard

We currently have servers and workstations that have office 2003 pro
installed. We are upgrading to office 2007 standard however some stations or
servers will not allow us as the error msg states 'Setup could not find any
available products to install. Please contact your Administrator.'. This
occurs even if we uninstall the product. I am the Admin so contacting me
doesn't help! I have attempted to modify the registry but to no avail.
Office will not allow the install. This would make sense as upgrading from
Pro to standard may not make sense however that is the license structure the
company has gone with.

Ideas?
