Office 2003 professional enterprise licensing

I can't find a link to the license terms, or EULA for Office 2003
Professional Enterprise. I thought it was only available under a Volume
license, is this correct?

If so, that would make re-selling the 4 CD set with Product Key a violation
of the EULA. Would that be correct?

I need a link to where this is spelled out.

I am not the owner, I'm advising a seller on a forum I moderate regarding the
legitimacy of the sale.

So I need to know the specifics of the EULA regarding resale of the software
mentioned, that's why I came here to ask the question.
