Office 2003 programs do not terminate properly

I am running Office 2003 SP3 on XP SP3, and have an on-going problem with
MSAccess, Excel and Outlook in that the processes are still showing up in
task manager after I exit the program. If I am opening and closing Access
several times during the day it is not uncommon for me to open up task
manager and see 4 or 5 instances of msaccess.exe running - the same thing
holds true with Outlook in particular.
I have disabled all add-ons in the programs to see if that is the cause with
no improvement.
I have unistalled and reinstalled Office using the original CD and repacking
it up to the latest version without impreovement.
It is driving me nuts especailly when Outllok doesn't terminate properly
because if I go to send an email from Excel I get a General Mail Failure
error which get s cured once I go into task manager and terminate the hanging
Outlook process.

Help!

If you have your anti virus checking email, disable it. It offers no
extra protection and can cause these kinds of problems.

Thanks for the prompt reply.

I am running Symantec Corporate Edition 10, and on the client side I do have
it configured for Microsoft Exchange (we are running Exchange 2003) email
auto protect.

I have unchecked the box and will let you know.
