Office 2003 Proofing tools don't work in Office 2007

I recently upgraded MS Office 2003 to Office 2007. However, the 2003
Proofing tools no longer works with 2007. Is this by design or that the 2003
Proofing tools would have to be re-installed as well?

It is by design.

Instead of the multiple-language Proofing Tools, Office 2007 uses single
language packs.
