Office 2003 re-installs on every Office launch

I logged in as Admin, removed Office 2002, and installed Office 2003 on a
Windows XP SP2 PC. I grabbed all updates and patches. I changed all my
limited users to Admin and launched the Office 2003 programs. After Windows
Installer did its thing, everything worked fine for each user.

However, after I changed my user accounts to Power Users or Limited Users,
things changed. Now, everytime I launch an Office 2003 Professional program,
the Windows Installer takes off and goes through an install process just like
it did the first time I installed Office. But this "initial install" never
sticks. Also, I get an error message that says "One of your object libraries
(stdole32.tlb) is missing or damaged. Please run setup to install it". I've
checked the C:\Windows\System32 folder and found that stdole32.tlb exists,
and have run System File Checker (which did not report a problem).

I've run the Help | Detect and Repair. No effect.

If I change back to Admin status, everything works fine.

Hi,
I've got the same problem and each solution given by the Microsoft support
ran occasionally. We must give admins rights to users in order to be safe
that users can work easily.
