Office 2003 registry errors

"you are attempting to open a file that was created in an earlier version of
microsoft office.
this type of file is blocked from opening in this version by your registry
policy setting".
I've looked at the work-arounds that seem to be available, but I'm having
difficulty believing that this problem hasn't been "fixed" yet by MS. What's
the deal here?
In addition the work-arounds are not easy to do and so far I can't find
where in my REGEDIT to put the fix. Any help would be greatly appreciated.

The instructions in http://support.microsoft.com/kb/938810/ are not user
friendly because the "Fileblock" portion doesn't exist, you have to create
it. For example, here is how to undo one of the changes for Excel.

1. Click Start, click Run, type regedit, and then click OK
2. Expand HKEY_CURRENT_USER
3. Expand Software
4. Expand Office
5. Expand 11.0
6. Expand Excel
7. Select Excel
8. Expand Security (If this folder doesn't exist on left, then select Edit
New > Key and then type Security)
9. Select Security
10. Select FileBlock (If this folder doesn't exist on left, then select Edit
New > Key and then type FileBlock)
11. Select FileBlock
12. Select Edit > New > DWORD and then type LotusandQuattroFiles

I had the same issue in office 2007, here's what finally fixed mine
