Office 2003 reinstall

I am the office admin at our church. We have 12 computers that I try to
troubleshoot general stuff. We have an IT guy who comes in and maintains our
PC's. Okay here is the problem...he is telling me I have to buy a new
license for a new computer that we purchased for one our pastors because the
old one completely died. (Old PC that had been donated)

My understanding is if I have purchased a license for a user that license is
good for that user forever. If my user's PC dies, I can reinstall that
license onto the new computer. I actually received an email from MS in
October 2004 regarding this same issue, from Elizabeth a MS customer service
rep. She stated I do not have to purchase a new copy of Office just because
I have a new computer. My tech guy (Who charges for each license he
installs) is telling me otherwise. I just need confirmation again. I am
looking at changing our IT support, and I need to make sure I am still giving
correct information. Can you assist please? Thank you

If Office came with that computer instead of being purchased separately, the
license dies with that system. You could use it as the qualifying product of
an upgraded version of Office though.

The easy way to tell is to look at the product key (the 25-digit number on a
yellow/orange label). If it has an OEM in there, you'd need another copy of
Office.

The new PC DID NOT come with Office installed. We had already bought the
license with her old PC. Can't I reinstall the license of Office on her new
PC?

If it was an OEM version, it died with the old PC, OEM versions are not
transferable. If it was an OEM version you may not install it on a
different PC.
