ERROR 1919, I researched which "which I though maybe is the problem ERROR

HELP, so I try to REINSTALLED the software use my COA CD. And I was still
receiving error 1919 so I said maybe my copy from some reason or another is
in reduced functionaltiy mode that is stated on cd cover. I ask and received
a replacement copy of OFFICE 2003 NOW I am getting this message:
This patch package can't be open. Verify that the patch package exists and
that you can access it, or contract the application vendor to verify that
this is a COA window installer patch package. My question is why I am get
this type of error message and is there any way I can reinstall OFFICE 2003
using a replacement copy of COA cd? I'm using XP PRO and IE 6 on my company.
