Office 2003, ruler will not change to inches unless on 500%

After installing Office 2003, my "ruler" in Word will not change the
measurement units. I want inches. (I tried Tools, Options, General and
measurement units to change it.) However, if you click 500% on the standard
toolbar, the ruler will appear correctly but then the font of course is five
times bigger than it should be. The ruler worked fine before install.
