Office 2003 SerPack3 corrupts the handwriting recognition -fix ple

I have just loaded the Service pack 3 for Office 2003 and the handwriting
recognition function has been corrupted and no longer works.
I have completely re-installed Office 2003 and again prior to SP3 the HWR
worked fine.
Now all I am left with the the drawing pad which is useless to me.
I have tried all the usual fixes but these dont work.
Has anyon else come across this problem. Is there a fix to be published by MS.
