Office 2003 SP1 MUI update unsuccessful

I downloaded the MUI2003SP1CD3-kb843187-fullfile-enu.exe from Microsoft website.
It is completed successfully if to patch an installation point of language code 1028.
However when I attempted to synchonize a client installation, it failed and reported
"File IPMAIN11.AW_1028 is missing from MUI1028.CAB".

I realise IPMAIN11.AW is a new file since SP1 and it resides in the path <installation
point>\FILES\PFILES\MSOFFICE\OFFICE11\1028.

Is it an mistake built-in the package (MUI2003SP1CD3-kb843187-fullfile-enu.exe) or
I had done something wrong.

Any comment would be highly appreciated!
