Office 2003 SP3 Administrative Installation Update

According to the Microsoft doc on Applying Office 2000 SP3 to an
administrative installation point, the patch file Artsp3ff.msp is used to
update the Access Runtime files. What Access Runtime MSI is it supposed to
patch?
