There are, as yet, no Service Packs for Office 2007.
The Service Pack update 'detection' of Office 2003 can be triggered by having Office Web components or one of the Office app file
viewers (they're sometimes included with new computers or with 3rd party apps).
You may want to check to see what other MS Products may be listed in the installed programs list in the control panel.

I too have never installed Office 2003, currently have Office 2007 installed,
and being asked by Microsoft Update to apply the Office 2003 Service Pack 3.
I will not install this until it is titled appropriately, and hope that it
is removed all-together as an update as my computer or software is not old
enough for a service pack 1 let alone a service pack 3.
Please fix this Microsoft-and please, MVP's do not refer me to an MVP site
as it is not helpful unless your link zeroe's in on the answer from the
git-go.
Please have pre-written text ready to cut and paste the solution, or answer
here.
Office 2003 Service Pack 3 for Office 2007 remains a hidden, unapplied
update on this computer running Windows Vista 64 Ultimate Operating System.
