Office 2003 Standard for Student & Teacher Edition Eligibility - UK

My wife works as a Registrar (Bursar) in a high school, which comes under
Leicestershire Education Authority in the UK.

We were looking at the Microsoft UK site for the eligibility conditions for
Office 2003 Standard for Student & Teacher Edition and was unsure even from
reading the conditions if she would be eligible of purchase Office 2003
Standard for Student & Teacher Edition.

Could anyone clear this up for her.
