Office 2003 Standard with Publisher 2000 (XP Home)

I am able to install Publisher 2000 (Legal License) on my XP Home system.
Pub documents come up fine but installing or changing clip art only shows a
box with .wmf file name.Word 2003 will not install clip either. Is there
something I missed in the pub install or is it impossible two use the older
publisher?
