I have had the same problems since I updated Office 2003 and IE7 May the
12th. The symptoms are:
Opening outlook and reading emails etc. works fine. Hitting Send/Receive
emails from my POP3 accounts works unstable, because sometimes outlook
crashes and close down and restart again and do an error reporting to
Microsoft. Then it works OK again. But after closing outlook, outlook.exe is
still running when you look in the task window under the TAB Processes. If I
don't stop outlook.exe process outlook will hang, if I open it again. I can
then see in the processes, that outlook.exe is running in two processes.
First when these processes are closed, I can open outlook. So until Microsoft
have fixed the problems (hopefully) I check (in the task window under TAB
Processes) about outlook.exe is running after closing outlook. If it is
running I stop it. And I have no problems opening outlook again. I hope this
can help somebody.

It is caused by KB931768 and Microsoft is looking into the issue right now.
One workaround I noticed is to have Outlook use Outlook Today as the default
startup folder.
