Office 2003: Upgrade Eligibility

I have MS Office 2000 Pro installed on my computer and would like to
upgrade Office 2003 Pro. However, my copy of Office 2000 was provided
to me through a Government Volume Licence - will I qualify for the
Upgrade version or will I have to buy the Full version?
