Office 2003 will not completely uninstall

I am installing Office 2007 on 5 computers currently running windows XP and
Office 2003. Three of the machines will not completely uninstall Office
2003. For instance when one tries to open Outlook, Outlook 2003 tries to
reinstall. Then he gets an error message. Another one, after the Office
2007 install he worked fine on Friday, Monday when he turned on his machine,
Office 2003 tried to setup when he opened Word.
How do I completely uninstall Office 2003? I have tried thru the control
panel, but when I reboot it is still there and it is in the Programs folder.
