See if the below will hopefully fix your issue . Works for many.
Also you can check in C:\ WUTemp if you have anything. If you do then Delete them.
Try the following and report back on result.
1st Rename Office subkeys
Note: Removing the following registry keys may reset customized user
settings for your Microsoft Office programs.
1. Close all the applications.
2. Click on Start->Run, type in REGEDIT and click on OK.
3. Locate and select the following registry subkeys:
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0
HKEY_LOCAL_MACHINE\Software\Microsoft\Office\11.0
4. Right click on 11.0 and rename them to Old11.
5. Close the Registry Editor.
2nd. Detect and Repair Office 2003
1. On the Windows taskbar, click Start, point to and click Control Panel.
2. Double-click Add/Remove Programs.
3. Click Change/Remove Programs on the left pane.
4. Highlight Microsoft Office Professional Edition 2003 on the right pane
and click Change.
5. Insert the correct version of CD when it requires.
6. Select “Reinstall and Repair†and click Next.
7. Select “Detect and Repair errors in my Office installationâ€.
8. Click Install and wait the process to end.
3rd. Install the Updates

I have worked through 7 of the 13 suggested Methods and so far no results.
I will pick back up tomorrow after I find my original XP & Office 2003 disk.
I did learn that I have not had a succesful update to my MS 2003 office
products since April 23, 2006. The end result 13 updates have been
downloaded over and over again but did not install. The total downloads are
over 4000 files. This would explain why my 100 gig hard drive is filling up.
In the interim I would like to be able to find and delete these downloads to
free up my hard drive. And suggestions. Yesterday when I did a virus scan
using MS Live care it worked for hours on files under
C:/windows/installer/.... Using window explorer and search I was unable
find where they are hidden on my C drive. Any ideal how to remove these
failed update downloads?
