Office 2003 Windows Installer Issues

We are installing Office 2003 using an mst file. After it is installed, if a
user opens Excel or Word first everything runs fine. A windows installer
appears briefly only once and then the application loads. However, if the
user opens Outlook first then tries to open either Excel or Word, the windows
installer window opens but does not finish properly. The event in the
Application log says the following:

Detection of product '{90110409-6000-11D3-8CFE-0150048383C9}', feature
'ExcelUserData', component '{8ADD2C96-C8B7-11D1-9C67-0000F81F1B38}' failed.
The resource
'HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Excel\UserData' does not
exist.

Any ideas?
