In Outlook, is the Address Book Service active (see Tools->email
account->directories->view or change). If not, back up one step and add the
service. You will have to close and restart Outlook for the change to take
effect.
Also, under your contact folders, right click on each and select properties.
Ensure on the Address Book tab that each is enabled as an Outlook address
book.
