I see that Office 2003 was released to manufacturers. Is there any way to
download a final version of this - I am running Beta 2 refresh, now.

I believe my MS licensing reseller (Dell) told me Oct 1 for the media CD?

Which you will have to purchase - there is no download of a final version
except to MSDN Universal or Professional subscribers.
