Office 2007 activation wizard

My office 2007 has gone into reduced-functionality mode and when I try to
start the activation wizard to activate it nothing comes up. Any suggestions?

It's Office Basic 2007. It was purchased from our computer builder so it has
no software just the product key. When we first got the computer everything
in office worked and no activation wizard appeared so we thought that they
had done everything for us. Now it has gone into the reduced-function mode
and when I click on the activate button absolutely nothing happens.
