"office 2007" cannot find proofing tools for estonian

I have office 2007 and installed proofing tools which includes estonian
language. op system is Windows XP

In microsoft office options language settings i have estonian added and set
as primary editing language.

But when i try to spellcheck (F7) it gives sollowing message:

"cannot find proofing tools for estonian, if you have proofing tools try
installing or reinstalling them"

tried reinstall also

what could be the problem?
