Office 2007 Compatibility Pack SP1 - Failed to Start - 2147942402

I keep getting Failed to Start - 2147942402 message when attempting to
install SP1 for the Microsoft Office 2007 Compatibility Pack.

I've tried several different ways including using MS' command for installing
both the Compatibility Pack and SP1 at the same time and I get the same
results.

I've also tried installing the Compatibility Pack first which works then
trying to install the SP1 after and get the "failed to start 2147942402"
message.

The files are downloading from our server to the pc and the installation is
running as a workstation admin which works fine for all our other
installations including SP2 for Office 2003.
