Office 2007 Customization tool error

I just did the custom installation tool setup.exe /admin and I believe that
I have everything correct. When I go to my test machine and try to run my
MSP file that created I get the following error.

The upgrade patch cannot be installed by the windows Installer service
because the program to be upgraded my be missing, or the upgrade patch may
update a different version of the program. Verify that the program to be
upgraded exists on you computer and that the you have the correct upgrade
patch.

I saved the file in the upgrades folder.
It is running from a network drive.

I go to the folder and click on the name of the MSP file I created.

How I created the file was I went to a dos prompt at the folder and typed
setup.exe /admin.

I found the problem. Once you create the you custom setup "newinstall.msp"
you place it in the \updates folder. When you run the setup program it will
automatically look in the \updates folder and run that msp file. It is much
easier that the 2003 installation package.
