Office 2007 does not retain list view when selecting new template

I have tried this on various PC's with different versions of Office 2007 and
they all do the same.
If you click the Office symbol then "New">"My Template" it opens a Open
dialogue box that is in Icon view. Changing your view option does not retain
next time you open that windows.
Explorer is set to list view and applied to ALL folders.
The "save as" and "Open" dialogue box retains the selected view just New
template does not.
Any suggestions as I have a user that asks me everytime I see her regarding
this.
