Office 2007 Enterprise Re-configuring

Running Vista Business.
Each time I start any office program, I get a Configuring Microsoft Office
Enterprise popup. I uninstalled office, deleted everything office related
from the registry, deleted every office program folder and re-installed. I'm
finding plenty of instances of this problem on the web, but no resolution.
I've tried the diagnostics and repair, nothing makes any difference.

The one clue I have is that Excel pops up with a Stdole32.tlb message at
startup. I tried elminating that and related files to no avail.

Didn't work. It's not asking for an EULA, just reconfiguring every time.
