Office 2007 Excel - Inserting Copied or cut rows from another work

I have tried various means to insert copied rows from one worksheet to
another without overwriting the rows below where I want to insert. I've used
the Copy (and Cut) in the source workbook then in the destination workbook,
right click but I do not get the option to Insert Copied Cells.
Is there a setting? It will work if I am coping/cutting in the same
workbook but not between two workbooks.
