Office 2007 File Converter- No option to open files from email

Hello,

I logged on to a couple client workstations to install Office2007 File
Converter. Installation went well. I tested by opening a file attachment
from Hotmail. I logged on as the users at the workstations and tried to
open the attachments, but didn't have an Open option on the dialogbox, only
a Save option. I am an Admin, but there other users are not. The version
on the workstations is Office 2003.
