office 2007 gpo

I setup office 2007 gpo (outllook, excel and word) in our server. When i log
into the workstation with any accounts without any admin rights, the gpo
settings applied. When i log into the workstation with admin rights (local or
domain admin rights), the gpo settings don't get applied. Is this normal? How
can i fix this? Thanks.
