It's one of those 'it depends' (on what you need to accomplish) answers
The 'outside' (standalone file) Quick Access Toolbars (QAT) are intended to be for individual users,although the ability to edit the
QAT can be disabled (sigh) using registry/policy settings from the Office 2007 resource kit

You can, however, embed Quick Access Toolbar changes into Templates and documents. When in a template, a new document based on the
template will add those items to the QAT. For example, in Word 2007 open a template file and in Quick Access Toolbar customization
(Alt, F, I, C) choose the name of that template for the destination of the Quick Access Toolbar changes you're making.

Is it possible to customize the different office quick access toolbars and
copy them to all users so they see the same toolbar when they logon? I am
creating an image for our school library and it would be easier for the
students to see the file, save, open, print icons on the toolbar. Thanks >>
