Office 2007 Setup Successful - but Office won't run

I

Ian Robert

Hi,

I installed Office 2007 Enterprise and after the install when trying to run
any application I got the error "Microsoft Office [Word/Excel/Outlook] has
not been installed for the current user. Please run setup to install the
application".

No matter what I did, I couldn't get any application to run.

So I uninstalled office and followed KB928218 but this has not corrected the
issue, Office refuses to run.

I am using Windows Vista and the following Event 1001 is raised in the
application log when I try and run an office application

Detection of product '{91120000-0030-0000-0000-0000000FF1CE}', feature
'WORDFiles' failed during request for component
'{0638C49D-BB8B-4CD1-B191-051E8F325736}'

Looking at the event log - MSInstaller reports installing all the office
applications successfully.

Any ideas as how to get Office to work?

Since this is a Enterprise Edition of Office which is a Volume License version of Office, you need to get in contact with the IT person responsible for this version at the company from where you purchased this edition from

b. Right click on "Application" on the left frame, choose "Save Log file As", navigate to the Desktop, input "app" in the "File name" blank,
and then click save.
c. Right click on "System", with the same method, save it as "sys".
d. Locate the two saved log files on the Desktop and send them to me at (e-mail address removed).

2. Send the Office 2007 setup log file to me at (e-mail address removed) for further research.
------------------------------
a. Click Start menu-> Run, type "%Temp%" (without the quotation marks) in the Open box and press Enter.
b. Find the file "Microsoft Office 2007 SetupExe(****).log" in the folder. **** means the number.
c. Send this file as an attachment to me.

** Suggestion **

Based on my experience, this issue is mostly caused that there is problem with the Office 2007 registration/activation on the computer.
Follow the steps below to see if it works.

Step 1: Install the latest version of Windows Installer
===============
Download and install the latest version of the Windows Installer (Instmsiw.exe) from the following link.
http://www.microsoft.com/downloads/...FC-5F56-4A38-B838-DE776FD4138C&displaylang=en

Step 2: Go to Control Panel > Add or Remove Programs to uninstall Office 2007

Step 3: Come into Windows Clean Boot Mode to reinstall Office 2007
=================================
It will disable all third party software from loading at startup so that we can narrow down if the issue is related to the third party
software.

1. Click Start menu-> Run, type "msconfig" (without the quotation marks) in the Open box and press Enter.
2. On the General tab, choose Selective Startup; click to clear the "Process System.ini File", "Process WIn.ini File", "Load System
Services" and "Load Startup Items" check boxes. You cannot clear the "Use Original Boot.ini" radio button.
Note: You can click the Normal Startup radio button to return to the normal Windows Startup after the test.

3. Click the "Services" tab. Check "Hide all microsoft services", click disable all. If the "disable all" is not available, please just skip it.
4. Click the "Startup" tab, click "disable all". If the "disable all" is not available, please just skip it.

5. Click OK.
6. Restart the computer. Install Office 2007.

Try to run Word 2007 again. What is the result?

In case that the issue persists, go to the folder C:\Documents and Settings\All Users\Application Data\Microsoft\Office\Data\, delete
the file Opa12.dat. Restart Office 2007. What is the result?

Hi Ian,

Thanks for resending the email.

I understand that you have reinstalled Office 2007 under Windows clean boot mode and rename the file OPA12.dat. However, the issue
persists. If I misunderstood, let me know.

Does the current user have Administrator rights on the computer? If not, assign administrator rights to the user account and repair
Office 2007. Test the issue again. What is the result? Return the user account back to the original rights. Test the issue again.

If it doesn't work, check the following permissions.

#1 check permissions for the Office registry key.
==============
1. Click Start > type regedit, press ENTER.
2. Locate the entry:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\12.0
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\12.0

3. Right click it and choose Permissions.
4. Check Full Control for the group (Adminitrators, Users, System).
5. Exit regedit.
6. Repair Office 2007. Test the issue again.

#2 check the permissions for the Office folder
==============
1. Go to the folder C:\ProgramData\Microsoft\OFFICE\DATA\.
2. Right click the file OPA12.dat > choose Properties > in the Security tab, assign Full Control permission to the group - Everyone
and System.

Test the issue again.

If anything is unclear or if you have any other concerns, please don't hesitate to contact me.

Sincerely,

Emily Lin,

Hi Emily,

I haved checked the permissions as per your instructions and all seems fine.
The machine is a vista machine belonging to a domain, so I decided to log in as the admin/install user and turn user account control off
to try and narrow down the problem.

I can't remove Office Enterprise anymore - the attached setup log reports an error installing OfficeMUI.msi ErrorCode: 1612(0x64c).

SystemRestore : Attempting to cancelling System-Restore-Point for Product [Microsoft Office Enterprise 2007] (with RestorePointType
[0, Installed]).
SystemRestore : Successfully cancelled System-Restore-Point for Product [Microsoft Office Enterprise 2007] (with RestorePointType [0,
Installed]).
Showing completion dialog.
Reboot requested if needed.
No reboot is needed.
Catalyst execution finished: 11/29/2007 23:04:16. Return code: 1612.
PERF: TickCount=362968 Name=RunSetup Description=End function

I think we are narrowing this down...but I'm not sure how to get this to work.
Maybe I should just re-install vista and start again - or restore from backup.

Any suggestions would be gratefully received.

Regards

Ian

Hi Ian,

Thanks for your reply.

According to the error in the setup log file, this issue is mostly caused that there is problem with the officemui.msi file on the
MSOCache. Follow the steps below to see if it works.

#1 use the Office 2007 installation CD
==================
1. Insert the Office 2007 installation CD.
2. If the setup wizard doesn't run, double click the file setup.exe to run it.
3. Choose Remove to uninstall Office 2007 via the installation CD.
4. If you can uninstall it via this method, then reinstall Office 2007 via the CD.

Try to run Office 2007. What is the result? If it doesn't work, go to next step.

#2 complete remove Office 2007 and then reinstall it
===================
Refer to the detail steps in the following KB article to uninstall Office 2007 on the computer.

928218 How to uninstall the 2007 Office system if you cannot uninstall it by using the "Add or Remove Programs" feature
http://support.microsoft.com/default.aspx?scid=kb;EN-US;928218

And then reinstall it.

If anything is unclear or if you have any other concerns, please don't hesitate to contact me.

Hi Emily,

I had to follow #2 and use the kb928218 to remove office as it wouldn't de-install from the control panel.
I then installed it again but with the same "not installed for the current user" message - so I de-installed it - rebooted-re-installed. But
still get the same response as originally got, ie - not installed for the current user. I have attached the install log - which you can see
shows that it was completed successfully and the application and system logs. The application log shows that each office component
has been configured by setup. When I ran excel - it spent ages "configuring office enterprise 2007" and then came up with the "Excel is
not installed for the current user please run setup". I installed and ran the setup as the user that built the vista machine.

I've checked the registry key premissions and all looks good.

How can setup complete successfully and then not be able to run an application as it reports setup has not been run ... it's very odd...

I would appreciate more help on this issue.

Thanks

Ian

Hi Ian,

Yes, according to the log files, Office 2007 has been installed successfully. I suspect that there is problem with the Office 2007
registration/configuration with the current Windows user account. Please create a new user account on the computer with Windows
Vista to test the issue.

1. In Windows Vista, click Start, type User Accounts in the Start Search box, and then click User Accounts under Programs.
2. Click Add, and then follow the steps in the wizard to create a new account. Make sure that the new account has administrator
permissions.
3. After the new account is created, log on to Windows by using the new account, and then try to start Excel 2007 again. What is
the result?

If the issue persists, please come into Windows safe mode to test the issue.

To come into Windows safe mode, please follow the steps below:
Windows safe mode: All the third-party software and the unnecessary hardware driver (such as video card, network card¡) is disabled.

1. Restart your computer
2. Keep press F8, until the screen "Windows Advanced Options Menu" appears.
3. Press "Up arrow" in the keyboard to select "Safe Mode", press "Enter"
4. Try to start Excel 2007. What is the result?

Thanks

Ian

Hi Ian,

Thanks for your reply.

According to the error in the setup log file, this issue is mostly caused that there is problem with the officemui.msi file on the
MSOCache. Follow the steps below to see if it works.

#1 use the Office 2007 installation CD
==================

#2 complete remove Office 2007 and then reinstall it
===================

Hi,

I installed Office 2007 Enterprise and after the install when trying to run
any application I got the error "Microsoft Office [Word/Excel/Outlook] has

application".

No matter what I did, I couldn't get any application to run.

So I uninstalled office and followed KB928218 but this has not corrected the
issue, Office refuses to run.

I am using Windows Vista and the following Event 1001 is raised in the

Looking at the event log - MSInstaller reports installing all the office

Any ideas as how to get Office to work?

Hi Emily,

I have created a new local user account with administrative privileges and when I log in, I can run word/excel ok. So I think you are

How can I run office for the user account(s) with the problem? Is it a case of clearing out the registry for each affected user? If so
which keys?

Your help is gratefully received.

If anything is unclear or if you have any other concerns, please don't hesitate to contact me.

Hi Ian,

I am glad to hear that Office works fine under the new Windows account.

As we have completely remove the Office 2007 related registry keys and reinstall it, however, the issue persists under the problematic
user account on the computer. I don't think that we can clear the registry for each affected user to fix the issue. Please recreate the
user accounts for each affected user. Sorry for any inconvenience. Thanks for your understanding.

If anything is unclear or if you have any other concerns, please don't hesitate to contact me.

Sincerely,

If anything is unclear or if you have any other concerns, please don't hesitate to contact me.

Sincerely,

Emily Lin,

Subject: RE: Office 2007 Setup Successful - but Office won't run

When I ran excel - it spent ages "configuring office enterprise 2007" and then came up with the
"Excel
is
not installed for the current user please run setup". I installed and ran the setup as the user that built the vista machine.

I've checked the registry key premissions and all looks good.

How can setup complete successfully and then not be able to run an application as it reports setup has not been run ... it's very odd...

I would appreciate more help on this issue.

Thanks

Ian

Hi Ian,

Thanks for your reply.

According to the error in the setup log file, this issue is mostly caused that there is problem with the officemui.msi file on the
MSOCache. Follow the steps below to see if it works.

#1 use the Office 2007 installation CD
==================

#2 complete remove Office 2007 and then reinstall it
===================

Hi Emily,

I haved checked the permissions as per your instructions and all seems fine.
The machine is a vista machine belonging to a domain, so I decided to log in as the admin/install user and turn user account control
off
to try and narrow down the problem.

I can't remove Office Enterprise anymore - the attached setup log reports an error installing OfficeMUI.msi ErrorCode: 1612 (0x64c).

SystemRestore : Attempting to cancelling System-Restore-Point for Product [Microsoft Office Enterprise 2007] (with

Hi

Sorry to be the bearer of bad news, but I bet your problem isn't solved as I
have the exact same issue you have. Office 2007 Enterprise runs fine under an
Administrator account; but it won't run under a normal user account. I also
had to turn UAC off.

FYI: I've purchased my Office 2007 Enterprise edition through my current
employer (gold partner - special arrangement for discounted home use). I'm
happy to email my product key to you if this means i'll get support.

I'm running Vista 64 - and I've noticed quite a few posts with people with
the exact same issue and as such I can only assume that a patch fix will be
required to office. FYI: Office ran fine until a few days earlier after
installing Visual Studio 2008 Pro RTM. I had Visual studio 2008 beta
installed previously and had to use the Windows Install Cleanup to completely
remove the beta components before being able to install VS 2008 RTM. Anyway,
I'm mentioning this as this is likely related.

In addition, I've also tried creating a new user account and, as instructed
by some posts, copy the Office registry keys from the new account back over
to my normal user account. This too didn't fix the issue. The only way I can
get it working under my normal account is to change it to an admin account.

Please help as I don't wish to run office under an admin account - this
totally goes against the whole security principle of Admin accounts and UAC.

Any help will be appreciated as I'm quite fed up with this issue as I can't
find any real solution to this issue in any other posts I've looked at.

Hi Emily,

I have created a new local user account with administrative privileges and when I log in, I can run word/excel ok. So I think you are
right. There is something specific to the user account stopping office from running.

How can I run office for the user account(s) with the problem? Is it a case of clearing out the registry for each affected user? If so
which keys?

Your help is gratefully received.

Thanks

Try to run Office 2007. What is the result? If it doesn't work, go to next step.

#2 complete remove Office 2007 and then reinstall it

Hi Adb,

Thanks for joining us.

It seems that your issue is not same with Ian's. The problematic user account has admin rights (he can uninstall/reinstall Office 2007)
on Ian's computer. So, I recommend Ian to recreate the user account.

Thanks

Ian

If anything is unclear or if you have any other concerns, please don't hesitate to contact me.

Hi Emily,

I had to follow #2 and use the kb928218 to remove office as it wouldn't de-install from the control panel.
I then installed it again but with the same "not installed for the current user" message - so I de-installed it - rebooted-re- installed.
But
still get the same response as originally got, ie - not installed for the current user. I have attached the install log - which you can
see
shows that it was completed successfully and the application and system logs. The application log shows that each office
component
has been configured by setup. When I ran excel - it spent ages "configuring office enterprise 2007" and then came up with the
"Excel
is
not installed for the current user please run setup". I installed and ran the setup as the user that built the vista machine.

I've checked the registry key premissions and all looks good.

How can setup complete successfully and then not be able to run an application as it reports setup has not been run ... it's very
odd...

I would appreciate more help on this issue.

Thanks

Hi Ian,

Thanks for your reply.

According to the error in the setup log file, this issue is mostly caused that there is problem with the officemui.msi file on the
MSOCache. Follow the steps below to see if it works.

#1 use the Office 2007 installation CD
==================

#2 complete remove Office 2007 and then reinstall it
===================
Refer to the detail steps in the following KB article to uninstall Office 2007 on the computer.

Hi Emily,

I haved checked the permissions as per your instructions and all seems fine.
The machine is a vista machine belonging to a domain, so I decided to log in as the admin/install user and turn user account
control
off
to try and narrow down the problem.

I can't remove Office Enterprise anymore - the attached setup log reports an error installing OfficeMUI.msi ErrorCode: 1612
(0x64c).

SystemRestore : Attempting to cancelling System-Restore-Point for Product [Microsoft Office Enterprise 2007] (with

SystemRestore : Successfully cancelled System-Restore-Point for Product [Microsoft Office Enterprise 2007] (with

Ian

Hi Emily,

The affected users were roaming users, so I reset their profile and deleted it off the workstation. This re-initialised everything and now
Office 2007 works for these user(s). It's a shame there is not any Registry clean tool, to get this to work because it means losing lots
of settings but favourites, history etc can all be copied over.

Thank you for your assistance with this issue and we can put it to bed that it is now resolved.

Ian

SystemRestore : Attempting to cancelling System-Restore-Point for Product [Microsoft Office Enterprise 2007] (with
RestorePointType
[0, Installed]).
SystemRestore : Successfully cancelled System-Restore-Point for Product [Microsoft Office Enterprise 2007] (with RestorePointType

Ian

Thanks

Ian

If anything is unclear or if you have any other concerns, please don't hesitate to contact me.

Hi Emily,

I had to follow #2 and use the kb928218 to remove office as it wouldn't de-install from the control panel.
I then installed it again but with the same "not installed for the current user" message - so I de-installed it - rebooted-re-installed.
But
still get the same response as originally got, ie - not installed for the current user. I have attached the install log - which you can see
shows that it was completed successfully and the application and system logs. The application log shows that each office component
has been configured by setup. When I ran excel - it spent ages "configuring office enterprise 2007" and then came up with the "Excel
is
not installed for the current user please run setup". I installed and ran the setup as the user that built the vista machine.

I've checked the registry key premissions and all looks good.

How can setup complete successfully and then not be able to run an application as it reports setup has not been run ... it's very
odd...

I would appreciate more help on this issue.

Thanks

Ian

Hi Ian,

Thanks for your reply.

According to the error in the setup log file, this issue is mostly caused that there is problem with the officemui.msi file on the
MSOCache. Follow the steps below to see if it works.

#1 use the Office 2007 installation CD
==================

#2 complete remove Office 2007 and then reinstall it
===================

Hi Emily

Thanks for the information.

However from my understanding of Technet, either I have to pay for it or use
up one of my company's free support calls. Is this correct? The problem with
the latter is that I don't think my employer is going to appreciate using one
of their allocated calls for an issue I have on my home computer.

Anyway, this forum is probably going off track now, so I appologise for that.
