Hi Doug,
The public download of the full product files for installing one or more 2007 Microsoft Office Beta 2 products
are charged at $1.50 (you can also order the CD)
(and it may end up being a be a per return visit to download charge, rather than a per product downloaded fee),
but the Beta 2 Technical Refresh Update *Patch* set for those Beta 2 products is available to add to Beta 2, without charge.
If you saved the Office 2007 Beta 2 download(s) to your PC that you did originally then you should be able to reuse them and apply
the 2007 Office Beta 2 Technical Refresh (B2TR) patches to that installed product.

I have a question as well on this: I have the Beta 2 of MSO2007, and I was
testing it since the beginning of the public beta, and I didn't get any
update notice, so I decided to go to the MSO website to see if I could get it
that way (I have since then downloaded it via Betanews), but it told me I
would have had to pay for it, but I have been under the "free" downloading
since the beginning, how come it told me that anyway? >>

I hope this helped you,
