Office 2007 VBA Macro Disabled Automatically

Here is my problem. When I do a install without using the customizable .MSP
file a .dot that is created that uses the "AutoNew" function in Microsoft
Word 2000 I get a message box that pops up saying that macros are disabled
for this project but after I click OK, I can click on the security options
box and enable the macros. When I do the install through the customizable
..MSP I get the same box for the macros are disabled but when I click ok the
security options box to enable macros disappears right away. I made sure
that in the customizable tool under user settings that I disabled the
"Disable VBA for Office applications" and just to be safe in the registry
entries I removed the VBAWarnings entry that you could choose 1,2,3,4 because
that registry entry was not even there on the regular install (not using the
..MSP). I must be missing some other setting but I looked it over at least 40
times and couldn't see it. Any help would be greatly appreciated because with
a fix for that the .MSP is almost useless which stinks because it is such a
awesome tool.
