Office 97 Upgrade

I purchased a new PC with MSFT Works installed. I
purchased "Office 97 Upgrade" for my old no-longer-
functional PC. The "Office 97 Upgrade" box specifically
includes "Micorsoft Works (all versions for Windows)" as
satisfying the eligibility for the Upgrade version.
However, the install routine does not recognize Works on
my new PC. How can I get the install routine to see my
Microsoft Works license?
