Office 97 Wizards on Windows 2000

Please,
does anybody know how to solve this problem?
We use Windows 2000 and Office 97. I have installed Off97 with
setup /a
and installed on local disk.
Then I installed as an Administrator 'local installation'. If I will use
Office as an Administrator,
everything works fine.
Then I will do user
student
that is a member of group Users.
When I will use Office, everything works fine, but wizards do not work!
But if I assign user
student
to group
Administrators and delete it from group Users
then wizards are working correctly!
I cannot have users Student in group Administrators - it is clear why.

I tried to to give group Users full rights to filesystem and this did not
solve the problem. I also tried make auditing on
filesystem and objects and still I am not able to resolve this problem

Whenever I install Office 97 I give users write access to Program Files &
winnt and using Regedt32 give users full access to the software key under
HKEY_LOCAL_MACHINE on local machine
