Office Activation

Ok, I have a workstation with OEM office 2k3 SBE. The computer's
motherboard, powersupply and hard drive had to be replaced due to some kind
of power surge. The hard drive was still functional but we replaced it any
because it had a hard time booting. The information was still good and i was
able to Ghost the drive to the new drive with out a probelm. I booted the
"new" computer and everything important worked, windows, accounting,
solitiarie, etc... except for Office. It wanted me to activate it, so being
that i replaced hardware i didnt have any problem, that was until i tired to
do the activation. It wouldnt let me do the internet activation, said i had
hit my limit for activations, no big deal right? well, i went to the
telephone support option, it doesnt work. When i check the telephone support
option nothing happens, the screen disappears and thats it, im left with a
unusable office screen. I called HP support and Microsoft support both of
which says its the other companies problem and they want to charge me for any
help. so before i try that, i wanted to ask here... Anyone have any ideas?
Any of the Microsoft guys have any ideas? Please let me know ASAP, i have
someone who needs this machine back...

Yes, it does think its a new computer, the big problem is that i can never
get to the telephone activation part so even if the activation people would
help me, i cant type it in.
