Office apps won't open, report Office in use by another use - exceed license

A few days ago, our Office applications started showing the report that "An Office program is being used by "user." your installation exceeds the number of installations permitted by thelicense agreement. Click More Information to learn about Microsoft Office licensing."

But OFFICE ISN'T BEING USED BY ANYONE. All computers have been restarted to no avail. HELP!

I've never seen this message pop-up by mistake. Make sure no one on the
local network you are on is using Office with your serial number.
Someone might have copied it...

It doesn't have to be "In Use", it just has to be running :) And it could
be running in any user account on any system on the network. If it was
installed using the same key as another the conflict will be detected.

Restarting will not help if the program (or any Office-associated document)
is set to launch on login - and may not be noticed if it's further set to
launch as Hidden.

Another possibility is that you have a multi-user license but the number of
installations exceeds the licensed allowable limit.

Might Office have been installed but improperly removed from a system then
installed on another using the same key?
