Office Assistant Fix

I have got a copy of hotfix 841530 which is supposed to deal with the office
assistant failing to load when you open word or excel. Does anyone know if I
have to have Service Pack 3 installed first before it works? I know it is a
post SP3 fix.Any advice would be helpful
