OFFICE ASSISTANT message

Whenever I open Excel or Publisher (but not Word), I get the following
message entitled 'OFFICE ASSISTANT': " There are no Office Assistant
character files present on the system. Please run setup in maintenance mode
and install at least one character."

When I click OK, I can still get into the program and it works o.k.

This message just started yesterday. What does it mean? What is maintenance
mode? How do I install one character?
