Office Assistant Problem After install

I have a SBS 2003 server witch deploys Outlook 2003 to my clients witch have Windows XP Pro and Office 2000 Pro installed
After installing Outlook 2003, the Office Assistant will work for a short period of time say 5 to 10 minutes. Then I get the following message

The Office Assistant could not be started. Please repair the assistant by running office 2000 setup and selecting repair office 2000

When I click on the assistant, it tells me, Missing help files. From this point forward assistant does not work

Tried repairing, but that messes up outlook

Any thoughts
