Office Button doesn't work

I've seen this question, but have yet to see a solution:
I have a PC with Office 2007 installed. When I click on the Office Button,
it doesn't open the menu that is supposed to open. All it does is shows the
"Office Button" bubble that explains what the Office Button is (like when you
hold the arrow on it).
Does anyone have a solution (and please don't respond just to say you have
the same problem!)
